Exhorbitant move in charges in residential society

Societiy FMS Companies are charging exhorbitant move in and move out charges i e shifting of tenants in the range of 5000 to 10000 + 18%GST. There is no basis of the amount arrived. The FMS Company does not provide any goods or service for move in or move out. Common electricity charges are also paid by residents. Can this be challenged legally?

Yes, you can very well challenge the exorbitant charges made by the FMS  terming it as extortion and refuse to pay the same on demand by questioning their authority
