Fraudulent use of a genuine decree to grab land of deceased!

H'ble Experts!

'A' comes to know in Feb 2018 that 'B' (four membders of a family) through conspiracy with a Patwari and Kanoongo used a genuine court judgement and decree to grab entire land property of a deceased person by making a mutation entry (Intakaal) of entire land in their favor In May 2005 whereas they were decreed (aportioned) only 1/3rd of the land in the Judgement and Decree! 

Though the Assistant Collectors later cancelled the entry when 'B' failed to provide copy of the decree and justification for such entry! 'A' would have suffered loss of 2/3rd portion of land had they been successful in conspiracy!

The Patwari and Kanoongo have since gone on retirement.

The question is :
Whether can 'A' start legal action by lodging an FIR naming all members of 'B' and Patwari and Kanoongo? Whether is it within time limitation to bring the offenders to justice now because it came to knowledge only in Feb 2018?

It is classic case of fraud, cheating and perjury. Consult a lawyer.
