Frequent damage of property by neighbour

My apartment walls have got frequently damaged due to seepage / dampness from my neighbor’s apartment and the neighbor is not ready to repair damage to my walls. The damage is visible on many walls.

Housing society Residents welfare association (RWA) have decided to leave such issues in the society between two parties and not to interfere / repair / compensate.

In such a situation, what legal options do I have? What sections of the Constitution protect my property in such a case. Please advise.

You can issue a legal notice to the neighbor with the photos of the damaged wall and seepage and ask him to either repair the same to avoid further damages or to reimburse the cost if you repair and get it repaired 

Failing to reply to your legal notice you can file a suit for recovery of money through a civil court or can lodge a complaint with the local civic nbody and implead the RWA as necessary party since they are not interfering in this nuisance by the neighbor within the RWA
