U contect a tehshildar / talati for this certificate, u give a affidevit for that (With all necessary document) thanafter he has do the procedure and give a certificat. Otherwise u contect lawyer for that.

File an application before the concerned Tahasildar by enclosing the deceased's death certificate. Minimum charges will be there.

You better contact to your area SDM only he has the power to issue Legal heirs Certificate. On the basis of appliation form, affidavit etc., furnished by you he conducts an inquiry through Police Station and then issue the certificate.
