Hmda draft approval vs final approval

I have purchased a plot in 03/lo/hmda/plg/shz/2012 dated 15/02/2012. This layout is draft approved and developments are done 90%. Now the seller is not completing the developments because of financial issues. Its already 8 years. What happens to our plots? What can buyers do to for final approval. What are the drawbacks if the layout do not get final approval. Can we construct house here? If yes what is the process. If in case we cannot construct then why HMDA giving permission to sell before final approval. They can make the rules to sell layouts only once final approval is done. Please clarify.
