How to get legal heir cirtificate in rajahmundry.

 My name  is mohammad.I have house which is in my father name & my name also. I am the only son of my father.My father name is appearing on the house tax bill .I want my name to appear on the house tax bill .I consulted with municipality they are asking for legal heir certificate how can i get legal certificate and can how i change the name of my father on the house tax bill.
