In cognizable crime, can arrest be made without evidence?

Yes. It is possible to arrest an individual on suspicion of having committed a crime. 

 

Yes. Police need to have a prima facie case to charge a person.

refer to the supreme court guidelines regarding arrest in cognizable cases.the police cant arrest someone mechanically without any strong proof o reason if he is suspected to have committed a cognizable offence which is punishable with less than 7 years of imprisonment.there is a nine point checklist which police are required to adhere during arrests.they will issue a notice of arrest and you need to appear before the io at the mentioned date and time.if not only you will be arrested
