Leased property

A property has been leased by Government for 99 years to "Z", which was further rented out to "A"

There is no news of the original lessor "Z" for last 75 years.

No rent is being paid.

No legal heir has claimed the same till date.

Can the property be transferred to the present lessee "A".

The electric bills and house tax are being paid by "A"

If A is the sub lessee then he can also sub let the leased premises to  third party if the lease agreement permits this arrangement

Lease period of Z is 99 years wherein during last 75 years no LR of Z has claimed lease and lessor (Government) has not revoked the lease, accordingly Z is lessee and A is sub-lessee.

Payment of electricity bill and property tax by A do not confer title or change status of sub-lessee of A except confirmation of his possession of A during the period. 

The property shall remain leased to Z, which cannot be transferred to A during lease period of remaining 24 years, if it is not revoked.

The leased property cannot be owned just for being lease holder and having electricty or water bills. You have to buy the property
