Most states require that the spa business itself apply for a license. If the spa promotes any products or services regulated under health-care laws, the owner must apply for a license to distribute such goods. The spas may also be required to pass health inspections to keep their licenses. The owner must be sure the spa is located in the appropriate commercial zone.
