Name changes?

According to a Times of India report,a proposed amendment to the existing Registration of Births and Deaths Act will make it impossible to have your name changed more than once in India. So, be sure to give your name change careful consideration.

The question is, has the proposed change estanblished? it is impossible to for a person to chance their names more than once? For the person is question she has a male name and father's last name, she always wanted it desperately changed. However, the new names she chosen isn't what she wants to have for her life time. Would a further change possible at a later time? Was the proposal accepted by the act?

One can change his religion whenever he wants.No restriction for change in religion. Is there restriction imposed for change of religion too? Always change of religion is combined with change of name.

Excuse me... I dont think religion and name is in anway related. There is no connection between the two. There was a recent proposal against NAME changes, so i'm wondering if that proposal was accepted under the act or its just that a proposal.
