Parliamentary proceedings

Can the Member of Parliaments who create unnecessary ruckus in the Parliament and violate the rules of parliamentary proceedings be penalized in any way, considering that such a chaos disrupts not only the productivity of the Parliament, but also leads to a wastage of public money which is used to run the Parliament.?

Speaker of the Parliament is the sole authority to take or not take action for the acts of a Member of Parliament inside the house.

The speaker is having such powers and he is competent to decide on such actions.
