I have sent a whitepaper to a conference forum . The conference committee reviewed and rejected it. So my paper is not published in the conference proceeding. However it's been reviewed by experts. Does this amount to destruction of Novelty?

Dear Prasad,
Check section 31 of Indian Patent Act. Ideally it shall not amount to destruction of novelty. But there are certain issues to be considered wrt section 31 and enquiry in that direction has to be made. Otherwise you may loose your valuation invention from being patented or even it get patented it may still be open for challenge.
