Residence used as a guest house on daily basis

Can a member use his residential flat as a guest house on a day-to-day basis?  3-4 families are stuffed in these flats and rent is taken from them on daily basis.  At times in these flats incidents like gas leakage, taps not closed properly, knocking doors of other members, peeping or persistently asking members of the flats to rent / let them in their flats, speaking loudly in the corridor, walking half naked have occurred.  On complaining to the owner of these flats they arrogantly speak with members of the society and don't co-operate.  The members have been asked to keep family in their flats but they don't listen.  They have also been asked submit police verification and agreement copy but they do not comply. How do we address this issue?

If you are disturbed by such nuisance, you may give a complaint to the association about this so that the association will issue a legal notice to the owner about this irregularity and nuisance that have been created to other members of the assocaition and would initiate proper legal action as per bylaws of the association.

If the association is not taking proper action you may give a complaint against the nuisance to the local police
