As per your concern let me inform you that it is not illegal for employees to resign without notice. However, there are consequences employees can face due to which many employees subsequently provide due notice. The general rule is that you can withhold money you owe to the employee for resigning without notice.
Basically, when an organization is going through a disruptive period of organizational change, it offers financial incentives to senior executives and key employees to persuade them to stay with the company until it becomes stable. The financial incentive is referred to as a retention bonus.
Therefore, in many situations where an employee leaves or resigns without a proper notice the employer can withhold the retention bonus.
