Service book entries

Sir,

I have been appointed to the post of Junior Translation officer in Defence Dept. in 2017 wherein at the time of appointment, it was being told that only the educational qualifications related to designation/post held with incumbent is suppose to enter into service book of the concerned permanent employee. However, the additional educational qualifications were not entered into the service book.

It is also to mention that before joining the aforesaid post the incumbent had enrolled under one full degree masters course and a diploma course (MHD+PGDHE) (As per laid down Norms to pursue two things simultaneously i.e. one degree+ one diploma) from IGNOU distance learning mode. The same was also intimated to the dept. that on completion of the same may please be entered into service records on 29-03-2017. 

Now, I have again requested  the Dept. by way of request application to enter all the academic/ educational qualifications (i) those already were in possession at the time of joining/appointment present service & designation

(ii) those I have intimated earlier on 29-03-2017 and now I have passed out successfully i.e. Masters +Diploma. However, the Dept. is asking for legal references/judgments of OMs/Dopt Order or any valid document where such entries were made later on in the above mentioned circumstances. 

In view of the  above, it is requested to reply with a valid document to support the statement in favour of the candidate.

Whether your appoinmet was permanent?.Why you seek entries in the service register to get regularisation of sevice? You have not stated clearly.

Facts not clear.

did you join this course before service?

 

was the qualification completed during serivce?

 

whether permission (not mere intimation) was taken in writing  from deptt for continuing studies

Sir,

I took the admission in 2015 (diploma) 2016(masters) before joining permanent regular service in Central Govt dept. Presently I am serving permanent post in. Central govt defence Dept. Though I already took the admission in said courses before appointment/joining dept (2017) therefore,I  only intimated the dept.that I am enrolled under said courses which are through correspondence mode and while joining said service neither the Dept.asked to intimate any such study enrollment nor I asked for permission to pursue further for such courses. However, as concerned about it I only informed the Dept. vide my letter dt.29.3.2017. I didn't ask for further permission to continue that courses while in service . Now, while serving the present designation I have completed the said courses successfully

Whether the added qualification sought to be enterd for getting any monetary benefits or for getting considered for further promotions  or for academic interest? Neverthless, it has no relevance to the present post. Acquiring correspondence education is subject to the.service rules framed.in the department.

It will prima-facie be mercy of the department if they add qualification as you never sought permission.

 

rather you are also liable for disciplinary action.

If any one from the Ld. Forum may quote or forward the Supras wherein academic qualifications were added to the service book of a permanent employee serving Govt dept. later on after order passed by the Hon'ble Courts
