"STEPS" means, there is a case in court filed by the plaintiff/petitioner/complainant against the defendant/respondent/opponent. After filing the case, the order of the court notice will be issued to opposite parties. But sometimes court notice will not served to the opposite parties. The plaintiff has to take steps through RPAD or paper publication. In all means of procedures to make appearance of the parties.

“STEPS” means you have to take further notice to respondents. Since notice from court not served to respondents you have to take court summons.
