Succession certificate vs succession deed (goa)

My mother is a domicile of Goa for the last 53 years. My sister who has a flat in Goa and a House in Auroville, Tamil Nadu died recently Intestate. She was Unmarried and hence without spouse or descendants.

Will My mother be the sole legal heir as per Goan Civil Code, the same way as she is in accordance with the Hindu Succession Act?

Where do I obtain a Succession Certificate?

Is a Succession Deed from Goa have the same Pan-India force as a Succession Certificate ?

How can I mutate my sisters property in Goa onto my Mother?

A successioncertificate, under the Indian SuccessionAct, is a document that gives authority to the person who obtains it, to represent the deceased for the purpose of collecting debts and securities due to him or payable in his name. For a successioncertificate, you need to apply to a magistrate or a high court.
