Transfer of property from mothers name to daughters name

Hello Folks, 

I am yashwardhan from Vizag. My Grandmother (Mom's mom) had a property in her name, and unfortunately that property is going to be demolished under some Govt. programme. Govt is providing compensation for every property they demolish.

Since my grandmother is not alive, the property belongs to all her children.

Now, as per govt rules, if the owner of the property is alive and using the property, the compensation will be higher. Considering the fact, my uncle (mom's brother) proposed to transfer the property on his name and promised to distribute the amount recieved in compensation equally among each other. We do trust him, however wants the property to be jointly owned by one of my (Aunt) mother's sister and uncle.

All the electricity bills, water bills etc are on uncle's name.

Is it possible for my Aunt to hold the ownership of the property jointly with my uncle.
