I wanna know is there any offense against the cleaning of old borewell which is used to agriculture purpose due to less than 100m from existed bore well

Hi Rama Chary Sir, I want to dig a borewell in my agricultural land. No other agricultural/ public drinking borewells surrounding 250 meters. My neighbor converted his agricultural land to commercial and drilled a borewell a year ago without legal approvals. Also his borewell comes under walta act (other end land have agriculture borewell and fall on 250 meters). Now he is objecting to mine as per the WALTA Act. If I get approval from MRO, can I dig a borewell? Can you guide me please...
