warrant of arrest and abscond

if non bailable warrant of arrest issued and accused absconds ( accused doesnt have property to be attached) what steps can be taken against him?

The same thing has happened in the case U/s 125(3) CRPC i am handling. NBW was issued but could not be served and the husband has absconded. Here the court becomes helpless. Publication in news papers wil also not help much unless whereabouts are known.  The only solution to the problem as per me is to make a rule of declaring assets-movable n immovable-by the opponent at his first appearance.
