Window opening in dead wall

I am an owner of flat in Wadala, Mumbai (MCGM F/N Ward). At the time of construction of building (CC Plan) there was provision of 1 window for each flat (near door) and 2 extra windows for the corner flat. But later on the plan got amended and the windows was removed at the time of construction of building. Now there is only gallery from where we are getting air and sunlight (ventilation) which is not sufficient. The building got OC in 1996.

The distance between compound wall & building is 10 Feet (3.05 meter) from left & right side, 18 feet (5.49 meter) from front & back side, as per OC drawings.

I have approached to Society for window opening, but they refuse the permission for window opening. They will put this matter in AGM and on the basis of opinion of majority they will give permission.

What is the official way to obtain permission for window opening?

Since my flat is on a corner, if window permission is lengthy process, can I put window air conditioner on such wall without Society’s permission ?

Humble request for expert opinion.
