Wp dismissed as infrctuous wp was filed by petitioners

What are the facts? What is the context?

Confused quierest and confusing facts ,, If WP was for promotion and because of government employees retirement. the employee can no longer be promoted since his service has ended, therefore the WP is declared infructous ; The ordinance is neither in favor of Pet nor in favor of Resp. It is a normal course of events.

The question is if  the employee deserved promotion but was denied it during his employment and; if he would have been promoted under his right, which would have brought financial benefits, then why wouldn't the petitioner have claimed it in a writ petition, and if it is claimed in WP how come the petition became infroctous ,,, it turns out that the court was not  guided properly by the petitioner's cousel.

Sir, The O.A filed in the year 2006 at APAT,Hyderabad.Disposed  on 21.01.2010, compiled the APAT orders without consequential  benefits of monetary benefits and given Promotions DM Gr.II,Gr.I , Dy.Executive Engineer and Executive Engineer. -In the year 2010 the respondents in APAT  filed a W.P. in the Hon'ble HC for suspension of APAT Orders in OA, .in the year 2014 the APAT  Hyderabad was windup and transfered pending cases to HC. The pending WP was  dismissed  as infructuous with reason that the respondent has retired from the Govt. Services .May I file contempt of court in the High Court. awating reply, Highly thankful to quick reply to my query. vishnu murthy

The APAT Orders having been complies with, why the WP?

The OA having been disposed of in 2010 and, also, Orders implemented, what is the relevance of winding up of APAT in 2014?

Retirement of the employee does not render the issue of promotion infructuous. Moreover, the directions of APAT  having been complied with, what is the cause of action for filing Contempt Petition?
