All you state iswith in ambit of police powers as we do not have two separate wings of police one for crime reporting and for law and order and the other as investigation and prosecution.Though we should have such a system.

"can a police officer in case reported by him " i thing the author try to say reported instead of complained..

if its mean the complainant and investigation officer can not be the same person. while a police officer being as a complainant, this matter should be investigate by any other police officer

The magistrate is having all such powers either to accept the final report or not.

If the police is filing a charge sheet the magistrate may refuse to take it on file.

If the police is filing a final report as no case, the magistrate may refuse to accept the report and can take it on file as a private complaint.
