About noc for dept.

Sir,
I am municipal employee. I want to complete Diploma in civil by distance learning. (Open University). Is is necessary to take prior permission(NOC) of Head of the Dept. to take admission in open university. As there is no such circular in our municipal organization.
Please advise me.

no permission is required to pursue distance learning courses. However you should inform the department head in advance so that he can consider your additional academic qualifications when recommending you for promotion etc.
