Access to terrace(common area) denied by housing society

Ours is a residential housing society in Mumbai. Our Housing Society and Administrator(appointed by Registrar) is denying us access to the 7th and 8th floor terraces. They have locked it and wont allow us access for any reason whatsoever.

The terrace on the 7th floor is a pocket terrace and is adjacent to my 2 flats. The terrace is part of common area and therefore no Managing Committee, General Body or Government Officer can deny access to any member to the common areas of the building as this is our basic right.

Kindly let me know what action I can take under which law (please give me exact referrals and where I can source it) if I have to go to court that could help in winning my case. The local bodies (Fire Brigade, BMC) have been bribed and are not willing to take action against the Society. We have exhausted all options and would appreciate your guidance.

I had researched online that MOFA, DCR rules & Maharashtra Fire Prevention Life Safety Act support my case but I cant find the specific clauses. Can you please guide me?
