One of my friends have registered for adoption of a child in a legally approved adoption agency. It was told to him that he will be informed when a child is available. But now it is clearly understood that the agency has given child to several applicants who had registered after him.May be the agency got some money by way of donation or so from these applicants. My query is whether there is any provision that the children has to be given on the basis of seniority of application? If not the agency has every right to give the child at their own interests? Whether the CARA or the SW department have any check on these activities?

You can make specific complaint to Ministry of Child Welfare Govt. of that particular State under which such agency is working as such agencies have to get license with undertaking to follow entire rules and regulations including first come first serve,
