can any competent authority take any sort of decision by getting the advance copy of the application since the main copy(which is going through a long proper channel) is taking too much of time & the decision on the matter is urgent.

Let it be, if it going through proper channel, all officials or concerned dept. official's remarks has to be endorsed to make a final decision.

Advance copy is meant for the information of the competent authority to get expedited the transmission of the original representation from the authorities in channel, as sometimes any of the subordinate authorities, against whom some irregularity is reported, tries not to forward the representation of the official concerned to the concerned authority.
However, the competent authority, whom the representation is addressed, is also free to take action on the advance copy after calling for the comments of the subordinate concerned authorities.
Needless to emphasise, if the original copy is not forwarded by the lower authorities in the channel and even on receipt of advance copy, no action is taken by the competent authority, he also becomes equally accountable in case of any irregularity or illegality is reported through advance copy received at his end.

As the name indicate, advance copy makes it amply clear to the reader/initiator, it is for advance information and to process the case before it is received through its channel.
