Advise regarding non availability of mc office record

Respected Sir,
I have recently visited in the Office of MC Office at Haryana Distt. and requested the official for add the name in birth certificate i.e. 1989 and show the copy of birth Certificate issued by the respective office but the MC official has intimated that from the year 1989 to 1990 the official record has burnt and the record is not available. I have requested time and again that if the record is not available, why this information is not circulated in the newspaper or website of MC Office so that the consumers know about that. But the officer did avoid my request and asked me to go.
After some days, I have met with an Agent and requested for the availability of add name in birth Certificate, he has assured me that the Birth & Registrar will issue the same, do not worry.
It is very strange that how can an Agent issue Birth Certificate with name after knowing that all the record of the above said year has been burnt. Actually, every MC Office did not want to locate the old record and pretend the public that the official record has burnt. After some days the same official will issue the document of burnt year official record.
What can I do in this matter.
Pls advise me how can tackle this problem and what necessary action be taken against these corrupt officer/official of MC Office so that the public may will facilitate the best service.

You first obtain the desired document through the agent, verify that whether it is a genuine document or a fake document created by the agent through his source.
On confirmation you can decide about taking any legal action accordingly.

Did you apply to MC (in writing) and got any reply (in writing) there to ? If so, you have left the issue unresolved believing the reply received as correct or take any further action ?
If you are sure the agent shall get the required document genuienly, obtain it before taking further action against the MC officials.
I fully agree with the opinion and advise of learned expert Mr. T Kalaiselvan.

Yes. You apply to the Mpl. Commissioner requesting to issue a copy of the record using RTI by registered post. After getting the information on RTI application you proceed accordingly.

Perhaps, it would be purposive, first of all, to get the certificate through the agent and to take inspection of the records subsequently.
