One of my friend Advocate is registered with the Allahabad Bar Council (UP) but recently shifted to Mumbai. His registration is not so far transferred from that state to Bombay Bar Council. I want to know whether he can sign on any documents/legal documents i.e. Affidavit, power of Attorney, etc. made and executed in Mumbai.

surely he can. he is an advocate and he is entitled to practice throughout India including the SC.
CONCERNING SIGNING OF DOCUMENTS, THIS HAS NOTHING TO DO WITH ENROLLMENT.
but he can not file vakalatnama in Mumbai or any court other THAN in UP.

I want to add one thing that any advocate with the permission of the court can file Vakalatnama.

Your friend can practice any wherein India. But in HCs there is seperate registration.
