Since my husband is sailing is there anyway i can get an affidavit authorising me to sign on his behalf ? He can sign and send it back , but can i get it registered here ? And if i do that is an affidavit recognised by the bank who is funding us our home loan ?

It is not affidavit required for you to act and signing on your husband's behalf.it is Power of Attorney(document) which allows to act as agent and sign on behalf of your husband's while your sailing or when he is away.

In the given matter, it is not possible to get it registered without the presence of your husband. Let your husband reach on any dock and he can get his GPA therefrom Indian consulate and can send it to you then you can very well use it as desired.

i do agree with Mr Raj

In Indian law, both Husband and Wife are treated as one entity, you can sign in his absence for the same even without the authority from your husband.
