Dear Sirs,
can civil courts entertain suits seeking declaration of waiver of loan amount and grant of permenant injunction restricting banks from collecting loan amounts relating to the Agricultural Debt relief scheme-2008 (announced in 2008 budget of central Govt)?

The jurisdiction of Civil Courts to entertain such matters has specifically been barred in this scheme.

Thank you sir, but where specifically is it mentioned that civil courts are barred because i find that the scheme says that
"Every lending institution shall appoint one or more Grievance Redressal Officers for each State (having regard to the number of branches in that State). The Grievance Redressal Officer shall have the authority to receive representations from aggrieved farmers and pass appropriate orders thereon. The order of the Grievance Redressal Officer shall be final." and there is no mention about jurisdiction of courts.

then pls try to find out whether the same bank is covered under the Securitisation Act or is under the jurisdiction of DRT.
