PROBLEM: Based on the below sequence of events WHETHER RESERVE LIST CANDIDATES of RECRUITMENT 1 be appointed or not? If appointed what is the seniority order? please provide any rules regarding this. This is central government recruitment through Staff Selection commission.

RECRUITMENT 1: Final Closing of online application date:21-10-2016
RECRUITMENT 2: Short notice Advertisement date:16-02-2017
RECRUITMENT 1: Candidates shortlisted Notice for CBT date:24-03-2017
RECRUITMENT 2: Closing of online application date:07-06-2017
RECRUITMENT 1: Examination date:16-07-2017
RECRUITMENT 1: Document verification notice date:25-08-2017
RECRUITMENT 2: Candidates shortlisted Notice for CBT date:25-08-2017
RECRUITMENT 1: Document verification dates: 04-09-2017 to 07-09-2017
RECRUITMENT 2: Examination date: 18-11-2017
RECRUITMENT 1: Final Result of nominated candidates date: 22-12-2017
RECRUITMENT 2: Document verification notice date: 15-01-2018
RECRUITMENT 2: Document verification date: 31-01-2018
RECRUITMENT 2: Final Result of nominated candidates date: 21-03-2018
RECRUITMENT 1: First candidate joined in office date: 19-01-2018
RECRUITMENT 1: Last candidate joined in office date: 07-05-2018
RECRUITMENT 2: First candidate joined in office date: 27-04-2018
RECRUITMENT 2: Last candidate joined in office date: 06-09-2018
RECRUITMENT 1: Declaration of result by operating Reserve list: 07.01.2019
RECRUITMENT 2: Declaration of result by operating Reserve list: 28.01.2019

As per DoPT OM No. No.41019/18/97-Estt(B) 13th June 2000. A request for nomination from the reserved list cannot be made if the fresh panel is available.
Reserved list candidates from RECRUITMENT 1 have been appointed and placed as per merit list of RECRUITMENT 1 and are senior to RECRUITMENT 2 directly selected candidates. How is it valid?

anyway selectees of 2016 cannot be junior to selectees of 2017.
