Armed guards transfer in nationalised bank and owner of the gun in nationalised bank

i wanted to ask, an armed guard working for nationalised bank, Oriental Bank of commerce, be transferred to another branch within 8 months of previous transfer.
who is the owner of the gun in the nationalised bank. as far as i know the armed guard holds gun licence but not the ownership. the branch manager of the pre-previous is asking the armed guard to renew the gun even though he is being transferred from the branch over 9 months now.

Every gun is issued against a particular license though the same be duly owned by bank even though the renewal depends upon license for keeping gun so bank is right in its approach. Transfer from a branch to another branch do not mean that you are not in the service of that particular bank.
