Batteries rules 2001- which form for bulk consumer returns

We are running an office and probably using 100 plus batteries. We have to submit returns under batteries rules 2001. Kindly suggest Form for returns? Although rules direct towards Form 8 but these was a notification named Batteries (Management and Handling) Amendment Rules, 2010 dated 4th may 2010 creating confusion due to changes in Form 1, with the introduction of Bulk consumer to Form 1. The notification is also available online.
Kindly clarify this anomaly and suggest me the appropriate form for returns.

Since it is a big office, it should engage a professional and hire his service.
