Temple trust

My friend 1s temporarily running a temple which was constructed under the land belonging to Electricity board.This temple was constructed 15 yrs back and he is running the temple with 4 of his friends . Electricity board does not object to the temple activities inside their campus which was built with public funds.
Now all of them want to float a trust for the purpose of running the temple as the land may not be transferred in the name of any of them running the temple.Running of the temple is being unofficially done and the temple has become of late quite popular among the public.
Is it possible to form a trust with a sold aim of running the temple without prejuidice to the Electricity Board's rights to take back the land as the temple was constructed by the public.
The sole aim of the the trust so formed will be to run the temple legally and in the process collect donations legally and account for it for the development of the temple and its activities.Now they are doing it in a small way unofficially with the help of funds from the public.
How to form a trust and the formalities and detailed guidelines in this regard may be advised

Wrong khata khesra

in 2011, i bought 5 cottahs of land in Bihar from my uncle. it was ancestral land and it was in uncle's share. In 2016, i sold the land to three parties. later on i realised i have mentioned wrong khata khasra in the sale deed. the khata khasra was wrong in the original sale deed too.
what can be done now?
STAMP DUTY and REGISTRATION will be required to be paid again?
the wrong Khata khasra is of another uncle property.
and the executor of the original sale deed has since gone abroad and is in bad health.
what can be done? will fresh stamp duty be needed?

Certified court order copy

Sir,

I had applied for certified court order copies as an party in person on 16.06.2016 on 24.06.2016 record room people sensed to copying section, but copying section people told me that they haven't received the documents from record section, they advised me to go and an quire with them, i went 5 times from record section to copying section, at last they record section people sanded on 30.06.2016.

But till today i am unable to get the copy and again they are stating that they had not received from record section and go and ask them.

Simply they are wasting my time and sending to copying section to record section.

Without taking money it seems they are not serving the people.

In these regard i would like to give compliant against these people, so please guide me to how and where i should give compliant.
