retrospective amendment

hello
I want to ask that what gives the goverment,the finance minister power to do retrospective amendment in law?

Many cases also had been filed against such retrospective amendments particularly amendments done in incometax act by finance ministers but all gione ion favour of goverment helding that govt.has power to do retrospective amendments.

Registration without Builder Developer

Dear All,

One of my friends, purchased a office space from a Builder in 1990, While paying consideration, he also paid for Registration and allied charges to the Builder. However, The Registration of The Office space could not be done, due to the Builders un-willingness. My friend got the possession of the property, which is let out by him since about 12 Yrs. He is getting muncipal Tax Bills also regularly in his name.
Now, last 5-6 Yrs Builder is not tracable.
In the above situation, Can my freind can register his property in his name with Builder ? What document he should prepare for Registration ? What will be supporting documents ?
The property is situated at Pune, Maharashtra.

My sister is in great trouble.My sister got married one year back.It was a intercast love marriage.She is on a reputed post earning good salary but her mother in law transfers her salary every month in her account.overburdenns her for household work and doesnt let her sleep more than 3 hours.she has already got hospitalised once due to mental torture on part of her mother in law behaviour.Her husband doesnt support her at all.Even her mother in law doesnt let her come to her parents home.They had taken lot of dowry but all was taken by her mother in law and does not let her use a single thing.There is no physical torture but immense mental torture.

What we are afraid of is that if we take her back she (mother in law) is such lady that she can even put an allegation later about my sis has stolen all the money and gone.

What is the remedies and what should we do?Please help

QUERY - URGENT

One Mr. X got a registered power deed executed in his favour from a land owner (instead of sale deed as he intends to sell the same to another person) and paid the entire sale consideration and had obtained a receipt from the land owner. The land owner has cancelled the power deed without the knowledge of Mr. X and inspite of receiving the entire sale consideration.
Now what Mr. X to do ? Mr. X want the land. Kindly advise
