your police clearance would not clear on applying visa.

consult also engage advocate of this case.
Devajyoti Barman (Expert) 06 December 2014
The criminal case or bail from it has no hindrance for a person for a foreign visit.
Only if there is any restrictions of such visit by court while granting bail, then only without the permission of court the person can not do so.

Unless there is a specific order for not leaving the country without prior permission of the court or the passport is ceased, you may assume that there is no restriction to go abraod on visit visa, provided the embassy of the concerned country of the proposed visit does not have any objection to grant visa.
T. Kalaiselvan, Advocate (Expert) 10 December 2014
Your father can travel abroad if there is no order by the court restricting his movement out of country, but make sure that he is properly represented before the court during the hearing so that it does not make way for cancellation of bail.

I agree with Mr. PS Dhingra and Mr. T Kalaiselvan, no room left.
