Can i file application u/s 190 read with section 200 of cr.p.c?

The maharashtra Govt had passed the Resolution, according to which some of the new non teaching posts in non-government aided schools were abolished. However, the management had capriciously made the appointments on those abolished posts by making fraud documents. Further the district Education officer had given approval to those posts. Now the appointed employees are taking their salary from the government. My question is, can i file the application u/s 190 read with section 200 of Cr.P.C. before the JFMC to take cognisance of the offence against the management trustees and the district Education officer u/s 420, 406, 463, 468 and 471 of IPC?

on what basis district education officer has given approval to those posts? contact a local lawyer .

First of all verify the facts, as employees of aided schools don't get salary from Government, as against your statement. The aided schools get only grants from the Government. Drawl & disbursement of salaries is the liability of schools only.
