The land in question is governed by the provisions of section 73AA of the Gujarat Land Revenue Code, 1879. When transfer is by a tribal to a non-tribal, the permission from the Collector is a condition precedent. Only after a valid permission the land can be transferred by a tribal in favour of a non-tribal.
