Can someone leave to us despite for long time crpc 125 ?

Hello team,

Please tell me can any person move to US for a long term despite multiple civil and criminal cases ?
1) Civil Cases : In the district court against Restitution of Conjugal Rights and Interim maintenance of CrPc125.
2) Criminal Cases : Crpc 125 (still not completed the evidence), Crpc 340 and Crpc 397
3) Also WP in the High Court against Interim maintenance.

Does US provide H1B1 visa without any back ground verification ?

Issuing work visa like H1B1 by USA doesn't get effected by pending civil and criminal cases in Indian courts unless the person concerned has been convicted for any criminal offence by the court.
Filing various cases under the Criminal Procedure Code doesn't make a person guilty unless he's prosecuted and found guilty by the competent court.
Your question is not relevant at all, such person is free to travel anywhere unless his passport is revoked by government of India.

A Stay could be pleaded in the concerned Court or high Court for his travel with additional valid grounds
