succession certificate from court
Advocate Ravinder (Expert) 30 April 2013
Any of the legal heirs of your friend's mother has to file a civil suit for succession and if there are any immovable properties you have to file one more suit for declaration of legal heirs.

I do endorse the advice of both the experts with one additional suggestion to get lodge a police complaint about non-hearing of father of your friend since last 2 years.
