Co-worker abused by office in charge

Hello sir,
I work in Railway, one of my colleague (female) have been misbehaved and abused by our office in charge. She was going to lodge FIR but we stopped her saying that there must be some other way to deal with such a situation. Even all the office staffs are ready to witness the incident before police. Please advice what can be done in this case lawfully.

Verbal or even written apology before the witnesses of the case would be better than facing a police case, as that may even prove to be costing service of the accused, if case turns to be of sexual harassment. Conduct Rules for Government servants ar quite stringent on the issue of sexual harassment of women at work place.

Lodge complaint to the senior officers / department if the person is not ready for apology.
