Sir, if the writ petition is allowed with all consequential benefits , would the employee be also entitled to promotion and the attached higher scale of pay and its arrears.

All benefits includes promotion and no separate order is required to be passed in this regard. If the action of the management has been vitiated then the employee is automatically entitled to get all benefits which would have been granted to him had not legal action initiated against him.
