Construction on B khata land

I have started construction on a B khata land in horamavu avatar, Bangalore. The bbmp called asking for a plan sanction. We do not have one since there is no legitimate plan sanction that can be given for a B khata site. We do not want to pay any bribes but proceed in a way that can be documented and is legitimate. What should we do?

B khata are essentially encroached lands though under continued occupation, esp. under cultivation. Building construction entails an irreversible process and naturally, it may not be lawful for the building to be approved.
