Consultancy firm offerred me a job in mnc but the job is on hold for indefinite period.

Hi,
I got a call from a consultancy agency for a job in an MNC company . Their condition was that I will be on the payroll of that consultancy agency but will be working for their MNC client to which I agreed. The contract of the job was for 1 year.
I cleared the interview and got the offer letter. They clearly mentioned in the offer letter that I should resign from my current position in the company where I was working. I resigned from there by giving up my one salary of 15 days and rest of remaining salary for that month I paid to my previous company from my pocket. I resigned from my previous company on 17th July 2013.
I joined the consultancy on 22nd July 2013.
There I was told to perform all the joining formalities . They opened my salaried account . When all these formalities were done they told me to wait for 2-3 days, so that after this I will be getting my appointment letter.
But its been two months, I haven't received my appointment letter also they haven't given me the salary for the two months.They also kept me the the dark about some auditing that was taking place at client side for the same project that I was joining for.
Now they wrote a mail to me that the profile that I was going to work on has been on for hold for indefinite period.
I tried to call there held office and there regional office but every one there is passing bucks to each other .
I asked them to provide me another job .But I haven't received satisfactory reply for them.
Please help me and tell me where can I complaint against the consultancy agency.

Issue notice , as payment is from cons services, and u were bound to serve as per their inst , so u r on service,
claim your salary.
Inform them, if u fail to pay, u will take cr/ civil action.
