Dealing with a mentally disturbed member of housing society

In our Housing Society, we have a situation in which a member died of old age a year ago. His wife had pre-deceased him. So his only heir is a mentally disturbed 45 year-old son. With his father no more, the responsibility of maintaining the flat has fallen squarely on this disturbed 45 year-old. Needless to say, he is not up to it. The flat has been reduced to a swamp with dirty, sticky mud all over and the stink and filth has spilled to the staircase and is a matter of serious concern. The person is also resorting to accosting sweeper woman with unpleasant remarks. At times, he is seen brandishing a knife too. He is also very, very abusive if any suggestions are made (by members). He does not permit anyone, including his close relatives, to enter the house.
The secretary of the society is turning a deaf ear to all requests for initiating corrective measures, expressing complete inability to do anything.
In this situation, what can be the recourse for members?

approach close relatives . they will have to make an application to court for being appointed as his guardian .
mental disturbed man needs medical treatment.
let sweeper women lodge police complaint against the mentally disturbed man . cops will definitely take action in this regard
