debarred in exams is an obstacle to get govt. jobs

A candidate had been debarred form a university for a certain period. later he completed the degree. and took master degree too. does this makes him unfit for the government job? There is a question in attestation form "Have you ever been debarred from any Examination or restricted by any University or any other educational authority / institution ?" what should we answer here?

In April final year lastday exam inspection come to my room at that time a small copy slip in my hand they were debbared me. this was the lastday exam.remaining exams already completed. In september month(after four months) university allow me to write that debbared exam remaining exams results declared as passed. after i got appointment in govrnment sector recenty.In attestation form There is a question in attestation form "Have you ever been debarred from any Examination or restricted by any University or any other educational authority / institution ?" Yes/No. what should we answer here.

obviously the answer should be yes.. and when the authorities shall ask you for the justification, you can state the realities before them.

Was there any written order from the University debarring you from writing the exam?
When you say last day of the exam, do you also mean to say that that was the last year of your study also?
In the marksheet (when you could not write the exam) what was written against the particular paper - Absent, debarred or what?
