Dereliction of duties by mcd and delhi police officials.

Dear All,
I have a property in East Delhi, which is been illegally occupied by the land mafia. I am fighting this case from last many years, and the outcome is that Hon'ble High Court and Appeallant Tribunal MCD, have given their orders dated 2000 for Sealing and demolition of the said building since the construction done on it was found to be illegal.
The JE (Bldg) have given a false statment in the court that the building has been sealed and demolished, however, nothing has done from MCD side, and the building is standing as it is showing fancy faces to us.
This building was sealed three time by the MCD officials however, the land mafia had tempered the seal and is working illegally in that building.
Director of Vigilance MCD, had written to Spl Secretary, (LG), and admitted that this building was sealed on three occassion , however, the current status is that seal is found to be broken and the alleged land mafia is working on it.
The local SDM inquiry in 2007, is also in our favor, stating that our complaint is found to be correct. Seal has been broken on many occasions, and their is clear connivance between the MCD and Delhi Police Staff.
Sorry to say that till date no FIR has been registered against the Land mafia nor the building has been sealed.
Would request the opinion of my lawyers brothers that under which section, the FIR should be logged and what should we do in order to have justice.
What should be our course of action, since both Delhi Police and MCD officials have failed on their duty part.

File a Contempt of Court petition in the Hon'ble High Court along with perjury application.
