The recent ruling where an divorced wife can get a share in husband's inheritance...is this applicable in retrospective cases or will it be going forward?

The bill is not yet passed. Its a proposed amendment only.

this is not a ruling it can be a law but not yet, it will became a law after notification

Yes!It is not a ruling and not even law in force.
What would be it's final shape is not known
even to us or even to those who would vote in favor or disfavor. ???
