I am aware that under the electricity rules & regulation in place at Jharkhand and even throughtout India, Practicing Professionals line Lawyers, CA, Doctors donot require a CS(Commercial) connection and are eligible to use a DS (Domestic) connection at their Offices.
Request you to please provide the relevant extracts from JSEB rules & regulation and decided case laws in this connection.
Thanks & Regards

You are mistaken that all professional do not require commercial connection for their professional premises. Only one citation of P & H High court is available vide it was decided that if the office of the Advocate is attached with his house then the consumption of the electricity in his office cannot be regarded as a commercial consumption and domestic charges may be recovered from such an advocate but there is no general rule or citation in this regard exempting all professionals from the general rule of electricity boards/companies.
